Some items such as firearms are obviously import and export controlled and require direct permission from the ATF to import. Other items such as gas masks aren't so obviously import and export controlled.
There are other items such as Night Vision Devices (NVGs) which are totally unregulated for import to the United States and can be brought into the US without any licensing whatsoever. But trying to take them out of the country is an entirely different matter.
Items such as Generation 3 or higher NVGs require a Temporary Import License from State Department in order to be temporarily brought into the country and then taken back out. Other items require a BIS permit for temporary import.
